Japanese Ministry of Education, Culture, Sports, Science and Technology has issued many ordinances and documents on special education recently. A new consept of special support education proclaimed in them. However, the Meaning of the term is ambiguous.
The definition and diagnosis of disability and the mutual relation of education and development of Children in such situatiom were studied in the first place. In cooperating with medicine, welfare agency and so on, The importance of educational perspective is emphasized.
