The general system of compulsory school education was established in 1947, and compulsory education was enforced in schools for the blind and deaf during the ensuring year. Schooling for children with mental disability, physical handicaps and health impairments started completely as guaranteeing their educational right in 1979. However, higher secondary education for them was not general in those days, so necessary to delay. Advancement rates from lower secondary education to higher secondary education has increased to approximately 100 per cent recently.
Such changes in special support education system for the disabled took place against the background of the movement of many parents, teachers and citizens concerning for these problems. Similar circumstances were appeared in Shimane prefecture. Based on the author's experiences in movements to guarantee educational and occupational rights of the disabled, historical development in Shimane prefecture are illustrated.
