Recently higher education has been accessible to the disabled in Japan. Hiroshima University has a special support center named "accessibility Center" which aims to offer education of good and high quality to all students including the disabled. The view point of universal design in higher education is very important, however, it is necessary to show theories which forms common ground. The articles of the Constitution and the fundamental low of education are suggestive to consider the accessibility of higher education to the disabled. They refers the human rights in spite of charity.
