The situation of special classes and other problems concerning handicapped children has not changed in Shimane prefecture after the first report. On the contrary, it has become serious more and more. In this report I indicate such a example in the first place.
It does not mean only to set up special schools that handicapped children will be guaranteed the right to education. In other words, the right to education will not be guaranteed sufficiently, unless the conditions before and after the school age will not be arranged.
Therefore I mention the existing conditions of medical examinations, too. These conditions have many problems to be a certain beneficial system for handicapped children.
