Recently a great meeting of sex education was held in Shimane prefecture, and theachers discussed about many problems of sexuality for disabled people.
The matter of primary concern of participators was masturbation and other sexual behavior of mentally retarded children. There was a little arguement about fundamental viewpoints to instructing disabled children in sex problems.
It is necessary to define the purpose of sex education, lack of which causes dealing with their sexual behavior administratively and individually.
In considering such a purpose the theory of Makarenko, A.S.is suggestive. He has been based on materialistic dialectic. We can not find the mutual relation among their marriage, love, sex and other problems without investigating the natural and social development of human beings.
