| Description | 本稿で目指すものは,介護労働市場が雇用政策と一体となった介護人材確保対策から受ける影響を検討し,介護労働市場の現状を分析することにより,介護人材不足問題の背景を考察することにある。雇用政策と一体となった介護人材確保対策は,失業者や無資格者を介護労働者として積極的な誘導を図るものであり,介護労働市場を経済状況や雇用情勢の影響を受けやすい社会的評価の低い労働市場として位置づけるものとなっている。そしてこのことが,慢性的な介護人材不足発生の要因のひとつになっていると考えられる。介護労働市場を専門職労働市場として位置づけて,専門性の高い人材を安定的に確保できるような介護人材確保政策への転換が望まれる。
