地方改良運動期における農村振興の経済的基盤と農会の役割 ―島根県八束郡大庭村の「農事調査」を事例に―

本稿は、農村存続が課題となる中で必要視されている農村振興論の歴史的考察として地方改良運動期における農村振興策である町村是について島根県八束郡大庭村を事例に考察した。これは、従来の研究が地方改良運動を日露戦後の国家の地方再編策、そこでの町村是を「官製運動的色彩」と明らかにしたものの、不十分であった地域経済との関連による農村振興策として考察したものである。町村是は、「民間運動的色彩」で地域資本の「事物」利用による地域産業振興策であったものが、次第に「官製運動的色彩」化されたとはいえ、一律な変質ではなく、多様な地域経済を反映するものであった。大規模不在地主が少なく、耕作地主、自小作が多い島根県においては、農業経営志向型の農村振興策が成立したことを考察対象とした大庭村で明らかにした。島根県では、県是とされる独自な殖産計画が地方改良運動期を通じて存在し、そのもとで大庭村は、県農会の指導を受けて農事調査、村是を作成し、県農会の模範経営事業による複数回の調査に基づく振興策実施という経営管理型の農村振興を実現した。

This paper examines the characteristics of Chosonze during the period of the local reform movement, from the perspective of rural promotion policies that are embodied by the interrelationship between the local economy and administration, using the case of Oba Village, Yatsuka County, Shimane Prefecture. The following was clarified.
First, I clarified the impact of the 10-year production plan, which is said to be Kenze of Shimane Prefecture, as a characteristic of the formulation of the policy of Shimane Prefecture. Second, I have shown the characteristics of the economic and political situation leading up to the formulation of the Oba village Sonze. Thirdly, I clarified the factors behind the creation of Sonze in the national restructuring policy of management after the Russo-Japanese War. Fourthly, I showed that Oba village became the target area of the farm village and farmer model management project of the prefectural agricultural association, and under the direct guidance of it, it implemented a farm management-oriented Sonze.
