島根県出雲市における日系ブラジル人の集住化とその要因

日本における在留外国人の数は、第二次安倍政権が成長戦略の一環として女性や高齢者とともに外国人材の活躍をうたい始めた2010年代半ば以降急速に増え、2019年のピーク時には293.3万人、総人口に占める外国人の割合は2.24％となった。島根県出雲市においても近年急速に外国人の数が増え、2021年3 月現在、在住外国人は4846人となっている。そのうち3423人がブラジル人である。
　同市におけるブラジル人増加の要因について、従来、受入れ先と業務請負業者が一体となった市場調整型のシステムに起因していることは指摘されていた。しかし、これだけでは不十分である。
　本稿では日系ブラジル人が出雲市に集住する要因を示すにあたり、この市場調整型システムの下で受け入れ先や業務請負業者、そして日系ブラジル人などの各アクターがいかなる対応をしているのかを論じる。

The number of foreign residents in Japan has increased rapidly since the mid-2010s, reaching 2.93 million in 2019. This increase coincides with when the second Abe administration began to play an active role in attracting foreign human resources, along with women and the elderly, as part of its growth strategy. In Izumo City, Shimane Prefecture, the number of foreigners has increased rapidly in recent years; as of March 2021, the number has risen to 4,846, of which 3,423 are Brazilians.
Existing studies show that the Brazilian population in the city has been rising because of a market-adjusted system, in which the host company and business contractor are integrated. However, this factor alone is insufficient to explain the increase in population.
The present study examines the factors that cause Japanese Brazilians to settle in Izumo City. Furthermore, it also discusses the response of the individual actors, such as recipients, business contractors, and Japanese Brazilians, under the market-adjusted system.
