「MATSUE 福祉起業エコシステム」の構築 ―特定非営利活動法人A法人の事例から―

障がい福祉の分野で始まった「共生社会」という概念が、これからの日本の福祉政策のキーワードとなっている。福祉の分野では、対応すべき課題が複雑化、深刻化している。こうした中にあって、革新的なサービス提供の視点をもつ重要性が高まっている。本稿では、特定非営利活動法人A 法人の取組を紹介しながら、A 法人がどのように地域共生社会の一役を担っているのか、また法人の強みを活かした福祉市場の価値創造のためにどのようなシステムが求められるかについて検討した。A 法人は『分社化』という『差別化』戦略によって法人の強みを活かしたグループを形成することで、福祉の価値を創造する戦略をとっている。このようなA 法人の市場価値を充分に活かしつつ、福祉市場全体の価値創造を目指すためには「地域共生プラットフォーム」の形成が必要であり、その参考になるのが地域に適合した「福祉エコシステム」の構築である。そのために、参画法人が協力しあって最大のパフォーマンスを発揮できる市場環境を築けることが重要であり、行政支援の役割も課題である。

The realization of “symbiotic communities” has been proposed as a regional vision for Japan’s super-aging society with a declining population. In the field of welfare, issues to be addressed are becoming more complex and serious. Such a situation is increasing the importance of having a perspective of innovative service provision. This paper introduces the activities of a specified nonprofit corporation （Corporation A）, and discusses its role in realizing symbiotic communities, as well as systems required to create value in the welfare market by leveraging the strengths of a corporation. Corporation A maintains its corporate strengths and position through a “spinoff/spinout” as a “differentiation” strategy, and creates welfare value by forming a group. While taking full advantage of such market value, it is essential for Corporation A to build a “welfare ecosystem” suitable for the community, in order to form a “symbiotic community platform” with the aim of creating value for the entire welfare market. For this purpose, the establishment of a market environment where participating corporations work together for maximum performance is important, and the fulfillment of administrative support roles is also a challenge.
