鉄道敷設法成立以前の山陰地域における鉄道敷設運動

近代の山陰地域（鳥取県・島根県）における鉄道敷設運動については、これまで詳しく明らかにされてこなかった。そうした研究動向を踏まえ、本稿は第一に、鉄道敷設法（一八九二年）成立以前の山陰地域における鉄道敷設運動の実態を、地元新聞や請願書などを用いて解明した。また、この時期は第一次鉄道熱期、すなわち企業勃興期であり、日本海側地域と太平洋側地域の地域格差（「裏日本」化）が徐々に明確になっていく時期でもあった。そこで、第二に、鉄道敷設運動に関わった人々には、そうした山陰地域の状況と課題に関するいかなる認識があったかを考察した。

The movements of the construction of railways in the modern San’in Region(Tottori and Shimane Prefecture) have never been elucidated in detail. Firstly, in this article we investigated those movements before the conclusion of the Railway Construction Act in 1892, on the basis of the local newspapers and petitions. This period was also known as the First Railway Boom, that is to say, the Economic Boom of the 1880s. The Regional Disparity between the Japan Sea side and the Pacific Ocean side was actualized gradually (“Ura−Nihon” Tendency). Then secondly, we considered how the people who participated in those movements recognized the situations and problems of San’in Region.
