総合相談拠点におけるコミュニティソーシャルワークの展開方法 : 島根県松江市の「地域福祉ステーション」の取り組みを事例として

本研究の目的は、市町村設置の総合相談拠点に配置された福祉専門職が、個別支援と地域支援の両者を用いた支援（コミュニティソーシャルワーク）を展開する際の、可能要因と課題を明らかにすることである。
　方法として、島根県松江市の総合相談拠点（地域福祉ステーションと呼称）の専門職にヒアリング調査を行い、活動内容を分析した。なお、この総合相談拠点には、地域包括支援センター三職種とコミュニティソーシャルワーカーが配置されている。
　調査を通じて、次の３点を明らかにした。
　第一は、インフォーマル資源を活用した支援の展開方法について述べた。特に、専門職が、地域住民の力を取り入れた支援を調整する機能・意思が必要であるとした。第二は、総合相談拠点の機能と意義について述べた。ここでは、地域包括支援センター三職種とコミュニティソーシャルワーカーの役割分担をみた。両者の役割分担が、総合相談機能を担保していることを論じた。第三は、個別支援と地域支援の統合方法について述べた。一つには、行政と社協が戦略的な地域福祉運営を展開することが必要とした。もう一つには、制度に強みを持つ専門職と制度に拘束されない専門職の両者の協働が求められる、とした。
　コミュニティソーシャルワークの可能要因を、政策（マクロ）と実践（ミクロ・メゾ）の２つから説明した点が、小論の特徴である。

The purpose of this study is to clarify the functions and management methods of comprehensive consultation services that support people with welfare issues.
Japan's welfare system and laws do not provide for a comprehensive consultation service. However, there are multiple consultation services, based on law, that address a single issue. For example, consultation services have been established for the elderly, disabled, and children based on respective legislations. However, these consultation services that only address a single issue do not function effectively when families face multiple issues.
This study deals with the case of Matsue City in Shimane Prefecture, which pioneered the establishment of a comprehensive consultation service. In Matsue City, a unique comprehensive consultation service named the Community Welfare Station has been established.
The concluding part of the study clarified the following three points about the function and operation method of this comprehensive consultation service. First, the comprehensive consultation service functions to provide support by integrating both public welfare services and volunteer services. Second, the multiple social workers assigned to the comprehensive consultation service need to hold frequent meetings to share support goals. Third, it is important for both municipal welfare administrative bodies and the social welfare council to strategically secure budgets and human resources to establish comprehensive consultation services.
