人口減少局面における「商助」「互助」「介護関係人口」の連携モデル：生協しまねと地域の協同による食料品アクセス困難問題への対応事例

Abstract

人口減少が進む中、かつて人口増加期に作り上げられた経済社会システムを検証し、中長期的に信頼される持続可能なシステムへと転換していくことが求められている。本研究では、縮小社会においても希望を持ってくらし続けることができる地域社会を構築するためにどのような政策を行うべきかを探るために、“過疎発祥の地”として知られる島根県益田市匹見町下匹見地区を対象に、「生協しまねと地域の協同による買い物環境を維持・向上する取組」の意義と課題を考察した。人口減少局面においても、住民の自主性である「互助」の力を引き出しながら、地域外のより多様な人材や企業等の「関係人口」や「商助」と連携することで、安心して暮らせる生活環境の創生につながる可能性が示唆された。

Abstract

Amidst the ongoing population decline, there is a need to examine the economic and social systems built during the period of population growth and transform them into sustainable systems that can be trusted over the medium to long term. This study explores what kinds of policies should be implemented to build regional communities where people can continue to live with hope in a shrinking society. The focus is on the Shimo-Hikimi area of Hikimi Town, Masuda City, Shimane Prefecture, known as the “birthplace of depopulation,” to consider the significance and challenges of the initiative “Maintaining and Improving Shopping Environments through Collaboration of Co-op Shimane and the Local Community.” Even in the context of population decline, it was suggested that by harnessing the residents’ own initiative of “mutual aid” while collaborating with a more diverse range of external human resources and companies—referred to as “related populations” and “business support”—there is potential to create a living environment where people can feel secure.
