島根県における地域資源活用を支えた木炭政策の役割

抄録・要旨

かつて島根県を含む中国山地では地域資源を活用した農林業により農家経済が支えられていた。特に、中国山地において注目された米＋和牛＋木炭＋特産品の生産を通した農家林家による地域資源の循環利用は大正期以降に広く受け入れられた。本研究は木炭生産を支援した島根県の政策に注目し、農家支援の仕方を明らかにすることを目的とする。島根県の政策のなかでも、島根県が主導した大正15年島根県統一木炭規格の制定過程を通して農家にとって消費者の意向を反映した生産目標が見える化された。統一規格の制定により消費者の利便性を高め、生産者にとっては品質管理指針となり移出を通して各地域で現金獲得手段となり得た。これらの結果から、島根県が消費者・生産者・流通者の合意を目指すことで広く農家林家の所得を支えていたことを主張する。

抄録・要旨

In the past, the Chūgoku Mountains region, including Shimane Prefecture, saw its farming economies sustained by agriculture and forestry utilising local resources. Particularly noteworthy in the Chūgoku Mountains was the circular use of local resources by farming and forestry households through the production of rice + Wagyu beef + charcoal + speciality products, a model widely adopted from the Taisho period onwards. This study focuses on Shimane Prefecture’s policies supporting charcoal production, aiming to clarify the methods employed to assist farming households. Through the process of establishing the Shimane Prefecture Unified Charcoal Standards in 1926, spearheaded by the prefecture, production targets reflecting consumer preferences became visible to farmers. This enhanced consumer convenience and provided producers with quality control guidelines. Furthermore, charcoal shipments enabled cash acquisition for each region. These outcomes demonstrate that Shimane Prefecture supported the incomes of farming and forestry households by seeking consensus among consumers, producers, and distributors.
