福岡世徳（一八四八～一九二七年）は、初代松江市長として、市長在任期間（一八八九～一九一一年）を通して松江市の発展のために尽力していた。また、その記録を「公務手帳」に記載していた。今回翻刻する史料では、福岡世徳も出席した島根県の島司郡市長会議の内容や福岡世徳の小学校視察の要点を知ることができる。
内容記述
Tsukinori Fukuoka（1848-1927）was the first Mayor of Matsue City. He made efforts to promote the development of Matsue during his term of office（1889-1911）, and wrote such official affairs in his pocketbooks. This document is one of his pocketbooks, and we can perceive the bill of the conference of the island and rural governer and mayor of Shimane Prefecture, and also his careful inspection of primary schools of Matsue City.
