島根原発稼働への松江市民の意識構造

 筆者らは、2012年5月下旬から6月15日まで松江市民を対象に「島根原発についての意識調査」(質問項目65問) を行い、福島原発事故後の原発立地住民の意識構造の特徴を明らかにした。島根原発1~3号機の稼働の是非について、「稼働すべきではない」が半数以上を占め、「稼働すべき」を大きく上回った。稼働賛成者は「原発による経済効果」や「原発の安全性」への信頼が高いが、稼働反対者は、地震対策・津波対策・安全管理体制などへの不信感が強く、巨額の迷惑料を原発立地地域にばらまいたとしても、この層が原発推進や容認に安易に転ずるとは考えにくい。この点は、福島原発事故によって松江市民の原発への考え方が大きく変わったとみるべきである。この他にも、原発の賛否の立場の違いが「地元」の範囲、原発の発電コストの高さ、節電への取り組みに影響を与えていることが明らかとなった。
The authors performed "attitude survey about the Shimane Nuclear Power Plant" (65 question items) for Matsue residents from the end of May, 2012 to June 15. And it become clear a characteristic of the consciousness structure of the nuclear power generation location inhabitants after the Fukushima nuclear plant accident. In the question item of the right or wrong of the operation of the Shimane Nuclear Power Plant 1-3, "it should not operate" occupied higher than half and exceeded "should operate". The operation supporters trust the economic effect and safety for the nuclear power generation, on the other hand, the operation opponents distrust earthquake measures, tsunami measures, safety management system strongly. Even if government and Electricity Company pay huge nuisance charges for Nuclear power generation location area, it is hand to think that residents on this position may change their mind into nuclear power generation promotion and acceptance easily. We should consider that many people changed a big way of thinking to nuclear power generation after the Fukushima nuclear plant accident. In addition, it became clear that the difference in viewpoint of the right or wrong of the nuclear power generation affected the range of "Nuclear power generation location area", the high generation cost of the nuclear power generation, the action to energy consumption savings.
