Fukuoka Tsukinori(1848-1927), the first Mayor of Matsue City, made efforts to promote the development of Matsue during his 22 years term of office(1889-1911). He wrote such official affairs in his pocketbooks. In these documents we can perceive the measures for the promotion of Matsue, his activity at the time of abolition and amalgation of prefectures and his inspection of the Fifth National Industrial Exhibition 1903.
