島根県雲南市における生活困窮者自立支援事業の支援状況と課題

本稿では、島根県雲南市の生活困窮者自立支援法施行から3 か年における自立支援事業の支援実績データを用いて、社会的孤立や経済的困窮など多様な理由や生活環境により自立に向けた支援を必要とする者に対する支援状況と課題を分析・考察した。またこれに併せて、制度が目指す成果である就労支援をどのように進めればよいかを検討するために、その支援状況と課題についても検討した。支援の入口と出口はいずれも、関係機関・関係者からつながっているケースが多く、対象者の多くは経済的な問題を抱える者であり、ひきこもりなどの社会的な孤立状態にある者は少なかった。今後は、社会的な孤立状態にある者の早期発見につながる仕組みづくりが課題であろう。また、就労や収入の増加などの成果をあげるためには難しさがある就労支援の対象者となる相談者が多いことも明らかになった。

In this paper, using support results data of independence support project in three years from law enforcement in Unnan city of Shimane prefecture, support for independence is needed due to various reasons such as social isolation and financial difficulties and living environment analysis and consideration of support situation and issues for people with disabilities. At the same time, in order to consider how to proceed with employment support, which is the goal of the system, we also examined its support situation and issues. In many cases, the entrance and exit of the support were connected with related organizations and persons, and the target was many with economic problems and few with social isolation.
