The Purpose of this paper is to typify the policies and plans for lifelong learning on the cases of prefectures. In analyzing the policies and plans, this paper introduces two viewpoints ; (1) whether there are quantitative-goal, or not and (2) whether there are both long-range(about 10 years)plan and middle-range(about3-5years)plan, or not. From the viewpoints described above, there are four kinds of types of the policies and plans ; (1) either long-range plan or middle-range plan with quantitative-goal,(2) both long-range plan and middle-range plan with quantitative-goal,(2) either long -range plan or middle-range plan without quantitative-goal,(4) both long-range plan and middle-range plan without quantitative-goal. According to the analysis, type (2) is the most high-frequency type ; 19 out of 45 prefectures.
