In the 1990s or so, every country across the world changed its interdiction system to adult guardianship at successive intervals. The German adult guardianship was newly started in 1992 too and the guardianship, especilly the voluntary guardianship, has been regularly utilized preceding the Japanese one. This article therefore reviewed in perspective the German social security system supporting the voluntary guardianship and analyzed its effective use, raising several application-assodated issues of the Japanese adult guardianship alongside.
In Germany, new adult guardianship went into effect as a program to complement the Pflegeversicherung together with structural changes of the social security system. Although this adult guardianship has been uneventfully and increasingly utilized, it is getting harder to secure general honorable caretakers. In Japan as well, the development and utilization of civilian guardians are on the verge of becoming an important issue. It is assumed that the adult guardianship is likely to be run in the future by guardians and others who make a contract especially with elderly care services. we should be in a hurry to set up a support system particularly for civilian guardians.
