Fundamentally, under the pressure caused by absolute pauperization, social security policles have been developed as one of the results which labor movement could obtain through the struggles.
One of the ends of social security is to guarantee people's livelihood and as far as income guarantee in a narrow sense is concerned, some of them, though they are not satisfactory, are materialized. On the other hand, speaking from the viewpoint of the whole life, as wages are devalued less than the value of labor power is worth, incomes guaranteed at the time of unemployment or after retirement etc, are entirely deficient in order to maintain both existence and reproduction of the worker. For example there still exist services for only the most handicapped, unbalance amang systems stated above, big gaps in living standards, low benefits and others. These things are derived from their imperfection and fragility of the struggles led by the workers' union in Japan.
Therefore, national wide-movements are required to be started for the purpose of realizing the ends of guaranteeing people's livelihood as well as developing the labor movements much more. Eventually, it can be said that this, even though it is only one step, forces capital to conceede step a towards solving some poblems which W.H.Beveridge indicated.
