A new Japanese reading reader written in Japanese, named MATSUERIA, was developed by a newly formed Japanese teaching volunteer group. The reader was written in easy Japanese to introduce the culture of Matsue mainly to settled foreigners. It was composed of a number of chapters each of them has an original index label, which visually indicates the recognizability of the topic and the Japanese level of the chapter. The processes of making up the reader and its application to the class room gave important learning opportunities to the each member of the volunteer writers and editors. Such learning experiences may give a trial model which helps the effort to build up a distinctive multicultural society in Matsue region.
